Can certificate of deposit be broken?

You could get stuck with a lower interest rate than what becomes available. Savings account and CD interest rates can fluctuate. With a savings account, your money will automatically start earning a higher return if interest rates go up. With a CD, however, you'll be stuck with whatever rate you locked in initially.
The CD early withdrawal penalty with your bank is 150 days' interest, and they do not allow partial withdrawals, so you'll have to withdraw your entire balance.
Shredding is an effective method to dispose of CDs, especially those containing sensitive information. Using a reliable disc shredder, you can quickly process a large number of discs.
Wrap the discs with plastic wrap and then fold it until it breaks. Shred the discs with a disc shredder. Cut the discs. You can use a pair of scissors, but be careful as the foil will flake.
Treasury bills can be a good choice for those looking for a low-risk, fixed-rate investment that doesn't require setting money aside for as long as a CD might call for. However, you still run the risk of losing out on higher rates and returns if the market is on the upswing while your money is locked in.
